Catch Title: Medicaid options study.
Subject: Study and report on options to amend the Medicaid Program.
Summary/Major Elements: This act:
· Repeals and reenacts in amended form 2011 Wyoming Laws, Chap. 195;
· Directs the Department of Health to study the cost of redesigning current Medicaid programs and those mandated by federal health care reform;
· Defines study requirements, including itemization of Medicaid costs by year and by recipient and benefit categories, comparative cost estimates for private insurance and the cost effect of co-pays on premiums for Medicaid-like benefits;
· Specifies Medicaid alternatives to be studied, including innovative service delivery systems, limitation of benefits, co-payments, managed care and Medicaid waiver programs;
· Identifies the intended uses of the study, including preparation of accurate budget estimates for Medicaid reconfiguration and preparation of Medicaid waiver applications;
· Designates the Joint Labor Committee, plus two Senate and two House JAC members, as an advisory group to the governor and the Department of Health on the design and breadth of the study and on a mid-study revision of the study.
