Subject:           Study of Wyoming's implementation of a health insurance exchange.

 

Summary/Major Elements:

 

  This act:

 

·         Amends 2011 Wyoming Laws Chap. 195, which created the Wyoming Health Insurance Exchange Steering Committee;

 

·         Adds one person from the Arapahoe Indian Tribe and one person from the Shoshone Indian Tribe to the committee;

 

·         Directs the Committee, if it recommends a health care exchange, to identify plans that minimally, partially or completely comply with the Affordable Care Act;

 

·         Prohibits any person or agency from committing the state to implement a health care exchange before April 1, 2013;

 

·         Prohibits the state from applying for a grant from the federal government to establish a health insurance exchange until after the United States supreme court rules in the multi-state case challenging the federal health care reform laws.

 

Comment:

 

-    Requires reports to the Joint Labor Committee by June 1, 2012 and October 1, 2012.

 

-    Appropriates the remainder of funds from the 2011 bill and $25,000 GF for legislators' expenses in serving on the committee.
