Page 13-After line 11 insert:

"5.  The construction management division within the department of administration and information shall ensure that office space on the first floor of the Hathaway building is occupied as soon as possible. Up to twenty percent (20%) of this office space may be available to the department of education, as determined by the construction management division within the department of administration and information. This footnote is effective immediately.".
