"12. Of this appropriation, three million five hundred thousand dollars ($3,500,000.00) of the general fund appropriation and three million five hundred thousand dollars ($3,500,000.00) of the federal fund appropriation shall only be used to reduce the waiting lists for the Medicaid child and adult developmental disability waivers and the acquired brain injury waivers.".
