Page 102-after line 21 Insert:

"(b) For the 2013-2014 fiscal biennium, every state agency authorized two hundred (200) or more permanent full-time employees under this act shall not fill one (1) vacant permanent full-time position for every two hundred (200) permanent full-time positions authorized for the agency. The vacant positions eliminated pursuant to this subsection shall be reduced in the agency's 2015-2016 standard budget request. This subsection shall not apply to the University of Wyoming or community colleges.".

To the extent required by this amendment: adjust totals; and renumber as necessary. KROEKER
