“Section 4. Notwithstanding any other provision of law, of earnings from the permanent Wyoming mineral trust fund attributed to the period July 1, 2011 through June 30, 2012, in excess of the amount projected in the consensus revenue estimating group’s January 13, 2012 report, thirty million dollars ($30,000,000.00) shall be deposited in a highway construction reserve account in the state auditor’s office to be expended for the construction, improvement or maintenance of Wyoming’s highways upon further legislative appropriation.”.
