Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose except that these funds may be subject to the B-11 process for use only for purposes related to Second Amendment protections as provided in this section. Any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 30, 2014.".

The state auditor shall account for funds deposited in the account attributable to each individual department. Funds in the account attributable to each individual department shall not be commingled. (ii) To support the major maintenance and capital construction for institutions of the department to which the funds are attributable.".
