      "Section 2.  The department of transportation shall develop a system which would permit the creation of a distinctive symbol for any applicant for a license plate based on the current or former employment, experience or other interest of the applicant. The system shall allow the applicant to place the symbol on a three (3) inch by three (3) inch area on the license plates issued to the applicant. Special consideration shall be given to gun rights advocacy and meals on wheels delivery. The department shall report on the system and any legislative or other changes necessary to implement the system to the joint transportation, highways and military affairs interim committee not later than November 30, 2013.".
