If the department makes a determination pursuant to this subsection, it shall provide notice of its determination to those agencies identified in subsection (a) and shall promptly provide a written report to the joint minerals, business and economic development interim committee containing the reasons for the determination.". This appropriation shall be for the effective date of this act and ending June 30, 2015. This appropriation shall only be expended for the purpose of complying with the requirements of this act. Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 30, 2015.
