FISCAL NOTE

 

The bill requires the Secretary of State's Office to annually print the Wyoming Constitution and a directory of state departments, and make those documents available to the public upon tender of fees prescribed by rule and regulation.

 

The Secretary of State's Office assumes that this bill would require the continued publication of the state directory with the same format and content as past state directories.

 

Since the bill says the directories and constitution will be made available to the public “upon tender of fees prescribed by rule and regulation,” the Secretary of State's Office assumes that the cost of these documents would be covered by the fees collected.  By statute all fees collected would go to the General Fund.  Therefore, the cost of the state directories and constitution would continue to be funded by appropriation to the Secretary of State. At present, the Secretary of State's 2013-14 biennium budget has $30,000 allocated for publication of the directories and constitution. The number of these documents produced varies each biennium dependent upon the cost per directory as determined through the normal state bid process.
