This bill contains an appropriation of $150,000 from the GENERAL FUND to the Department of Environmental Quality. This appropriation is effective immediately.

Description of Appropriation:
1. Oversight of contractor in developing rules on general permits for closing landfills less than 30 acres in size.
2. Developing the general permit for closing landfills less than 30 acres in size.
3. Consulting with SLIB on other rulemaking efforts related to implementation of the cease and transfer loan/grant program for landfill closure and waste transfer facilities, including eligibility criteria and financial responsibility requirements.
4. Providing technical assistance to landfill operators on general permits for closing landfills less than 30 acres in size.
5. Developing a report to the legislature by July 1, 2014, on technical assistance to landfill operators on general permits.
6. Determining the total costs for landfill closure and waste transfer facilities in consultation with the operator.
7. Consulting with SLIB on the appropriateness of waste transfer activities given the communities reasonable current and projected volumes of solid waste.

Description of Appropriation:
The $50,000 appropriation will be expended on personnel. Personnel who will work with this program are currently funded through the state Revolving Fund program thus requiring general fund dollars to cover time allocation to this program.
The remaining $5,000,000 funds appropriated under this bill are to be distributed to eligible applicants for the municipal solid waste facilities cease and transfer grant and loan programs and approved by the State Land and Investment Board.
