FISCAL NOTE

 

 

In this bill, the deadline for the State Board of Education’s implementation of a teacher and school district performance evaluation system is postponed for 3 years.  During that extension of time, the advisory committee is tasked with the design framework for the evaluation system.

 

The bill adds a qualifier for the student performance measurements (“valid for the purposes”, etc.) which applies to the State Superintendent’s work on the State Board’s implementation of a statewide assessment system.  Normally, to determine the “validity” of an assessment, a validity study is performed.  The fiscal impact of such a study is unknown.

 

2012 Session Laws, Ch. 101, Sec. 4(a) and (b) continued both the Select Committee on Statewide Education Accountability and the Advisory Committee to the Select Committee on Statewide Education Accountability until December 31, 2013. Further, Sec. 7(a) appropriated “unexpended, unobligated amounts” from the 2011-12 biennium to continue this work.  As of December 24, 2012, there remains a balance of $1,163,588 in this appropriation for this work along with Phase 1 of accountability. The Department of Education and the Legislative Service Office both assume that this amount should provide adequate funding to complete the work as outlined in the bill.
