The non-administrative impact in the form of a change in expenditures is indeterminable.

 

Source of Expenditure Decrease: This bill does not permit minors to be committed under an order of involuntary hospitalization under Title 25 which may result in

a decrease in expenditures related to Title 25 for this population.  In FY 12 the Wyoming State Hospital expended about $200,000 for services provided to twelve adolescents/minors that had been involuntarily hospitalized under Title 25.

 

Source of Expenditure Increase: The twelve adolescents/minors previously served by the Department of Health State Hospital would now be placed under the Child Protection Act shifting custody of those youth to the Department of Family Services.  Youth in the custody of Department of Family Services should be Medicaid eligible.  As such, DFS would not pay for medical treatment; instead it would be the responsibility of the Department of Health.
