Assumptions:
The above figures are based on 2011-2012 snow season actual permit sales. They reflect the projected increase in revenue from the fee increase portion only and not overall snowmobile revenue which includes other sources such as the snowmobile gas tax. Given that the bill increases average sticker fees by nearly 100%, the totals above reflect the assumption that the number of stickers purchased would decrease by at least 10% during the first year with a smaller decrease in sticker purchases (5%) the second year, recovering to previous purchase levels by the third fiscal year.
It is also important to note that these figures do not take into account other more difficult to predict variables that will impact revenue including efforts to increase fee capture, fluctuating gas prices, snow levels and weather.
It is possible that if permit sales drop precipitously, the overall result of the proposed legislation would mean a drop in revenues for permit sales. This is highly unlikely and not part of the assumptions made by the Department of State Parks and Cultural Resources.
