Outdoor advertising renewal and application fee increases.

 

Assumptions:

For the last three fiscal years; 2010, 2011 and 2012 WYDOT processed an average of 3,114 renewals and fifteen (15) applications.  Multiplying the average number of renewals and applications times the increase in the respective fees in this legislation ($5 to $10 per renewal and $10 to $100 per application), the HIGHWAY FUND will see an additional $16,920 (3,114 X $5.00 = $15,570 renewals; 15 X $90.00 = $1,350 applications) per year.

 

Additional information about the Outdoor Advertising program is as follows:

1.)    The program facilitates advertising adjacent to state highway right-of-ways including interstate, primary and secondary state highways.

2.)    The program does not include the LOGO sign program for the signs inside state highway right-of-ways on the shoulders of the interstate, primary and secondary state highways.  Fifty-one percent of the revenue collected is paid by businesses outside of Wyoming; forty-nine percent is paid by Wyoming businesses.

3.)    The program costs WYDOT just over $36,000 per year (average for FY 2010, 2011, and 2012) to facilitate and administer.

4.)    WYDOT has recouped approximately $15,500 per year in fees from the program; this equals a $20,500 revenue shortfall for the program each year.
