Source of Revenue Increase:

$30 per plate license fee and $100 per plate donation charge for cancer programs.

Assumptions:

The Wyoming Department of Transportation (WYDOT) estimates that 100 specialty license plates would be sold per year to achieve the sale of 1,000 plates by the December 31, 2013 statutory deadline.  At a per plate fee of $30, this would generate $3,000 per year for the HIGHWAY FUND.  With a donation of $100 per plate for cancer control programs, this would generate $10,000 per year for the Wyoming Department of Health (WDH).

Source of Expenditure Increase:

Increased expenses to design and prepare a new specialty license plate.

Assumptions:

The WYDOT estimates it will cost up to $2,000 to design a new specialty license plate.  The WYDOT also estimates it will cost about $4,500 to make programming changes to the registration system to accommodate the new plates.

These may be considered administrative costs, but are labeled here for consistency.
