FISCAL NOTE

 

This bill requires school districts to remit payments to the University of Wyoming and the seven community colleges for the tuition costs of postsecondary remedial education courses enrolled in by Hathaway Honors Scholarship recipients graduating from their school district.

 

Districts will be reimbursed from the School Foundation Program (SFP) account for the amount of these payments exceeding one-tenth percent (.10%) of the district's foundation program guarantee for that school year. These SFP reimbursements will be withheld from the school district's entitlement payment or added to the recapture amount in the following school year.

 

This bill would not change revenues to the University of Wyoming or the seven colleges, but would instead replace tuition paid by remedial Hathaway Honors Scholarship recipients with tuition paid by the various K-12 districts from School Foundation Program funds.

 

Impact to the University of Wyoming (UW) is expected to be minimal, as very few Wyoming high school graduates enrolled at the University of Wyoming and receiving the Hathaway Honors scholarship are also enrolled in remedial classes. UW students requiring remedial math classes take those classes at Laramie County Community College-Albany County campus.

 

Without available data on the number of Honor Scholarship recipients receiving remedial education, these payments from school districts to the seven community colleges cannot be reliably estimated.
