No significant fiscal or personnel impact.

 

 

For purposes of maintaining the integrity of the cost-based model forwarded by consultants in the 2010 cost of education study, this bill makes an adjustment to the consultant's recommendations for non-personnel resources (educational materials and energy prices) within the cost-based model to ensure prices are adjusted for inflation.

 

These adjustments are to the consultant recommendations and not to the education resource block grant model adopted by the Legislature.

 

Based upon the November 2012, “Monitoring the Cost-Basis of the K-12 Wyoming Funding Model” report prepared by the Legislative Service Office, the education resource block grant model adopted by the Legislature provides a higher funding level for non-personnel resources than the cost-based model. The estimated difference in legislative funding levels and the cost-based funding levels for non-personnel resources for school year 2013-2014 is $22.8 million.
