Source of Revenue Increase:
Fees collected through a resident preference point program for Antelope, Deer and Elk licenses which are limited in quota and would otherwise be issued through a random drawing. The revenue will be recognized in FY 2015 after the June 2014 draws are completed.
Assumptions:
Resident preference points for Antelope, Deer and Elk will have the same price of $10.00 each. The estimated breakdown per species is as follows: Antelope 4,934 x $10 = $49,340 Deer 7,588 x $10 = $75,880 Elk 9,770 x $10 = $97,700.

Source of Expenditure Increase:
One time programming cost to the Wyoming Game and Fish Department’s Electronic Licensing Service System.
Assumptions:
Wyoming Game and Fish Department’s programming staff completes the system changes.
The expenditure increase reflected above could be considered an administrative cost. However, for simplicity and to follow consistent practice on legislation of this type, it is included on the fiscal note.
