Summary/Major Elements:

· The act limits temporary registration for military and overseas voters using the federal postcard application to voting in one election.

· The act requires filing office approval of independent partisan candidate nomination petitions prior to circulation of the petition.

· The act removes limitation on the number of replacement ballots a voter may request when he spoils his ballot.

· The act provides that no ballot determined to be valid by the canvassing board may be rejected solely due to the administrative error of not being initialed by an election judge or the county clerk.

· The act extends the time for a special election to fill a vacancy for congressman to not later than fifty-five (55) days after the vacancy occurs.

· The act repeals various archaic provisions in statute.
