Summary/Major Elements:

 

ˇ          Existing law provides grounds for the cancellation of a license to operate a livestock market.  This bill provides that the livestock board may also use those grounds for fines or for suspension of a license.

 

ˇ          This bill revises the requirements of the monthly report from livestock markets to include all branded and unbranded livestock inspected prior to sale.

 

ˇ          The bill makes the penalty provisions related to taking up estrays and allowing certain types of livestock to run at large uniform with other violations related to livestock.

 

ˇ          This bill revises the procedure for gathering unclaimed horses including requiring a permit, requiring an inspection and specifying that the permittee is responsible for all costs until an inspection has occurred.

 

ˇ          The bill increases the fine and costs for removing livestock on public highways in violation of the law.

 

ˇ          The bill revises the time for disposition of proceeds from disposal of estrays.  The bill also requires the livestock board to provide a monthly report of estrays.
