Subject: Exempting internet protocol enabled services and voice over internet protocol services from regulation under the telecommunications act.
Summary/Major Elements:
· Under current law, it is unclear whether voice over internet protocol services (VoIP) such as Skype are regulated under the state telecommunications act.
· This act makes clear that VoIP and other internet protocol enabled services are not regulated under the telecommunications act.
· The act does not affect applicable public service commission or federal authority over wholesale tariffs or services, interconnection requirements, intrastate switched access rates, terms and conditions or essential telecommunications requirements.
· VoIP services are also subject to state universal service fund assessments, 911 emergency service taxes, Wyoming relay system fees and uniform assessments on public utilities.
