Subject: Requires a study of the most effective means of providing care to life resource center clients.
Summary/Major Elements: This act:
· Requires the department of health to study the most effective and efficient means of providing needed care to clients of the Wyoming life resource center, including whether care should be provided at the center or through community based services.
· Directs that the study shall include:
o A transition plan for clients transferred to community services that meets all legal requirements and considers input from guardians;
o A 10-year trend report of the number of clients served at the center and the cost of services reimbursed by Medicaid, private pay or other third party payors;
o An estimate of the cost of providing community-based services or services in other settings, including nursing homes;
o An estimate of the saving and one-time costs of transition to community-based services;
o A determination of the adequacy of community service providers to provide necessary services to center clients;
o A comparison of per client costs at similar facilities in other states;
o Consultation with parents, guardians and family members of current clients;
o Opportunities to reduce overhead and operational costs of the center.
