· Prior to amendment, the law did not specify a particular utilization and load factor to be used in school construction; the utilization and load factor determines the space required to serve a certain population; in part, it is based on how spaces are utilized in a building and the characteristics of the population to be served.

· This act modifies the utilization and load factors for school buildings, requiring a utilization factor of eighty-five percent (85%) for instructional areas of middle and high schools and one hundred percent (100%) for elementary schools.
