Summary/Major Elements:

 

·        Under current law, the aeronautics commission administers an air service enhancement program and an airport construction program.

 

·        A management audit report recommended changes to both programs.

 

·        This act transfers the administration of the airport construction loan program from the commission to the state loan and investment board (SLIB).

o   The commission will still make recommendations on the loans to airports but the SLIB will make the final determination of the credit worthiness of the project and is to make the loan unless the SLIB determines the loan is not a prudent investment of permanent mineral trust funds.

o   Existing funds under the program are transferred to the SLIB for administration.

 

·        The air services enhancement grant program is also amended in the Act by modifying existing and specifying additional criteria for the aeronautics commission to consider in entering into an agreement.

 

·        Included in the additional criteria are increasing the consistency of service as a potential benefit and increasing the number of Wyoming passengers originating flights in Wyoming airports (also known as reducing “leakage” in the industry).
