Catch Title:                Community college construction.

Subject:                      Modification of planning, payment and process for community college construction and major maintenance.

Summary/Major Elements:

· Previously, the community college commission was charged with developing a prioritized list of community college construction needs.  This prioritized list was then submitted to the general services division of the department of administration and information, which would assist in reviewing the capital construction projects and conduct necessary value engineering prior to submission to the state building commission.  The state building commission would then submit the prioritized list to the legislature for funding.  Upon approval and appropriation, it was the community college commission that would make payments to the community college districts.

· In relation to major maintenance, the law previously required the community college commission submit a request to fund major maintenance directly to the legislature, based upon a formula published by the budget division of the department of administration and information.

· This act modifies the payment and planning for capital construction for community colleges in Wyoming.

o The community college commission remains charged with creation of a prioritized list for capital construction.

o That list, however, will now be submitted to the construction management division of the department of administration and information.

o The construction management division is charged with forwarding the prioritized list on to the state building commission, which will in turn request the appropriate funds from the legislature.

o The construction management division is then charged with making the payments directly to the community colleges for approved construction projects.

· In relation to major maintenance, the construction management division is charged with forwarding the request for those funds directly to the legislature for consideration.
