Catch Title:              State auditor-employee payment method amendments.

 

Subject:                     Methods by which the state auditor is allowed to pay state employees.

 

Summary/Major Elements:

 

·        This legislation expands the means by which the state auditor may make wage or salary payments to state employees.  The legislation allows payment by direct deposit, warrant, debit card, other type of pay card or by any combination of these methods.

 

·        Payments made by debit card or pay card must offer the same financial protections as those offered by the FDIC and employees receiving pay through a debit card or pay card must be allowed at least one free withdrawal per pay period.  No extensions of credit or overdraft allowances are allowed.

 

·        Wyoming law requires the state to supply employees with information about all deductions taken from their wages.  This legislation allows the information to be provided in writing, by electronic means or by any other means which supplies the information retained by an employee in written form.

 

·        The legislation amends the law by extending the period in which the state must make payment to a person whose employment has been terminated.  The payment must be made on or before the next regular day upon which the employee would have received payment if still employed.
