Catch Title:              School capital construction.

Subject:                     School capital construction appropriations for the remainder of the 2013‑2014 biennium.

Summary/Major Elements:

· Appropriates $209,435,959 for school district capital construction needs during the final year of the 2013‑2014 fiscal biennial period.  This supplemental appropriation includes five school construction projects prioritized but not funded for construction under the 2012 school capital construction appropriation bill and is in addition to $467,736,862 appropriated by the 2012 appropriation.  This supplemental appropriation is broken down as follows:

o $4,019,041 effective immediately for building design projects;

o $170,986,481 effective July 1, 2013, for construction projects;

o $2,432,942 effective immediately for demolition projects;

o $2,950,000 effective immediately for land acquisitions;

o $6,656,020 effective immediately for ancillary building projects;

o $1,551,260 effective immediately for track projects;

o $4,597,300 effective immediately for component level project funding;

o $10,000,000 effective immediately for design of school district building needs based upon building capacity assessment, to be firmly established by the school facilities commission subsequent to passage of appropriation;

o $6,242,915 effective immediately for unanticipated costs associated with design, capital construction and component level projects funded by the supplemental appropriation.

· Releases $119,238,308 appropriation approved in 2012 for Natrona County School District No. 1 high school projects effective immediately in lieu of July 1, 2013, as prescribed under the 2012 appropriation;

· Appropriates $517,334 from the 2012 $119,238,308 appropriation for Natrona County School District No. 1 high school projects for reimbursement to the district for previously incurred property acquisition and demolition site costs;

· Clarifies effect of parameters established by law to guide the school facilities department director in developing a construction schedule for deployment of appropriations funding capital construction projects approved this biennium;

· Establishes an automatic appropriation from the permanent land fund holding account created under the 2012 capital construction appropriation bill, to the school capital construction account, to ensure a positive balance is maintained within the construction account at the end of the biennium, June 30, 2013.
