AN ACT relating to education accountability; extending timelines specified for phase I of the accountability system under the Wyoming Accountability in Education Act; clarifying specified assessment and accountability provisions; establishing the state board of education as a separate operating agency of state government; modifying board membership and providing salaries; modifying duties and tasks of phase I development and initial implementation; modifying school district assessment requirements for determining graduation eligibility; imposing duties upon the department of enterprise services; authorizing rulemaking and requiring reporting; transferring positions and funds from the department of education to the state board for purposes of implementing this act; providing for subsequent budgeting of the state board; providing appropriations and support for development; authorizing positions; and providing for an effective date.
