                                                                "(c)  The contributions under subsection (b) of this section shall be paid from the source of funds which is used in paying salary to the employee. The employer may pay these contributions by a reduction in cash salary of the employee or by an offset against a future salary increase, or by a combination of a reduction in salary and an offset against a future salary increase, provided:

 

                                                                                (ii)  Except as otherwise provided in this paragraph, any employer may pay any amount of an employee's share of retirement contributions without a salary reduction or offset, or combination thereof.  On and after For the period from July 1, 2012 through June 30, 2014, at least one and sixty-two hundredths percent (1.62%), for the period from July 1, 2014 through June 30, 2016 at least one and ninety-six hundredths percent (1.96%), for the period from July 1, 2016 through June 30, 2017 at least two and thirty hundredths percent (2.30%) and thereafter at least two and sixty-four hundredths (2.64%) of the employee's share of retirement contributions shall be paid through a reduction in cash salary of the employee unless specified otherwise by legislative act.".  BEBOUT, CHAIRMAN

The state land exchange advisory panel shall be composed of two (2) persons appointed by the governor and one (1) person appointed jointly by the president of the senate and the speaker of the house of representatives. Persons appointed to the panel shall have expertise in mineral production, mineral development, mineral valuation and real estate valuation. The panel shall evaluate potential land and mineral exchanges for the Grand Teton parcels and provide its evaluation and opinion to the board of land commissioners before the board authorizes any exchange for the Grand Teton parcels."  CHRISTENSEN

                                                                "(c)  Loans and loan guaranties provided under this act shall be subject to the following procedures:

 

                                                                                (i)  Any project shall first be submitted to and reviewed by the governor who may provide preliminary recommendations for the size and parameters of the proposed loan;

 

                                                                                (ii)  The project shall then be submitted to and reviewed by the state treasurer who may provide preliminary recommendations for the structure of the proposed loan or loan guaranty;

 

                                                                                (iii)  The project shall then be submitted for review to the Wyoming business council under the process set forth in W.S. 9-12-601 through 9-12-603;

 

                                                                                (iv)  The Wyoming business council's recommendations shall be forwarded to the state loan and investment board for final approval of the loan or loan guaranty;

 

                                                                                (v)  Any approved loan or loan guaranty shall thereafter be submitted to the governor for final approval following his determination that the loan has met the requirements of this act, and the state treasurer's final approval as to the structure of the loan or loan guaranty.".
