the agency to administer the registration of the manufacture, distribution and

board shall register certified animal euthanasia technicians as provided by
W.S. 33-20-223(b) 33-30-223(b), for the limited purposes of
purchasing, possessing and administering drugs labeled by the manufacturer for
the purpose of euthanizing animals, excluding Schedule I drugs as defined in
W.S. 35-7-1013 and 35-7-1014, and performing the duties and powers of a
