shall, to the extent practical, implement:
(E) Provide for a
case management system for the waiver programs that is
free of conflicts of interest. The provisions of this
subparagraph shall not be administered to affect any client case manager
relationship existing on or before July 1, 2014 and continuously maintained,
regardless of any conflict of interest.".
