In 2005, the State Engineer implemented a limited policy to allow multiple coal mine dewatering wells be drilled within a forty acre tract under a single permit for two primary reasons. First, these wells have a very limited life span and second, very few would actually be drilled.  This policy gave the industry the flexibility to drill only where needed while maintaining groundwater management within such tracts.  Limited ability for multiple wells under a single permit is already found under Wyoming Statute 41-3-901(a)(iv).  The bill would reduce the number of applications being submitted for multiple wells under this limited policy thereby reducing the amount collected for each well.

 

 

Assumptions:

The number of applications for wells meeting the criteria of this bill will remain approximately the same as the number of applications submitted for the previous 60 months of applications used to calculate this estimate.

 

Based on an audit of statements of completion of wells drilled during the last 60 months, approximately 10 percent of wells applied for on such a multiple well application under the limited policy were actually drilled.
