Source of Revenue Increase:

Increase the state-level house trailer registration fee from a flat fee of $15 per trailer to a variable fee based on each trailer's unladen weight.

Assumptions:

The Wyoming Department of Transportation (WYDOT) assumes the following:

1. There are about 35,000 house trailers registered in the state each year;

2. The proposed bill only impacts the state-level registration fee, not the county-based property tax fee;

3. The state-level registration fee goes directly to the Highway Fund for road construction and traffic supervision;

4. The proposed bill places house trailers under the statutory unladen weight table 31-3-101(a)(ii)(E):

Other noncommercial vehicles based on unladen weight:

(I)     1,000 pounds or less       $2.00

(II)    1,001 to 3,500 pounds      $15.00

(III)   3,501 to 4,500 pounds      $20.00

(IV)    4,501 to 5,500 pounds      $30.00

(V)     5,501 to 6,000 pounds      $40.00

(VI)    6,001 pounds or more       $60.00

5. Under the proposed bill, house trailers covered by (I) will pay less than the current flat fee; house trailers covered by (II) will pay the same as the current flat fee; and house trailers covered by (III) through (VI) will pay more than the current flat fee.

Note:  WYDOT does not currently keep statistics on the weights of house trailers as proposed under this legislation.  To complete the estimate of fiscal impact WYDOT relied on previous research conducted by the department where it contacted house trailer dealers to obtain average trailer weights.
