No significant fiscal or personnel impact.

Assumptions:

Passage of this bill will require additional board meetings for promulgation of rules & regulations and notification to license, certificate and registration holders.  There will be a minimal cost to the agency of approximately $6,615.  However, the agency indicates they will be able to absord this additional cost.
