FISCAL NOTE
Source of revenue increase:
Legislation proposes a 10% increase in Department license, stamp, permit and tag fees charged all nonresidents and residents, excluding youth, pioneer, and heritage licenses, which are not included in the fee adjustment. The Game and Fish lifetime license fund and the Game and Fish wildlife trust fund are permanent, inviolate funds, with the revenue shown above adding to the corpus and accordingly is not expendable for current operations. Over the three-year period, the department would receive a total of $7.96 million, of which $214,708 would not be expendable.
Assumptions:
Above figures are based on volumes of the last complete hunt year, 2012. Figures assume no decrease in license volume in the year of a fee adjustment; however, historically, based on the last fee adjustment there was a slight overall decrease (3%) in license volume for one year. Additionally, changes in license selling agent commissions are not shown above as the amount paid agents ($2.00 per license) is offset by a corresponding $2.00 fee charged on the license. License fee legislation is effective at the beginning of the calendar year to minimize the effect to sportsmen and license agents of fee adjustments; accordingly, the FY 2015 figures are for a partial year of the fee increase, calculations based on historic data of what types of licenses are purchased between January and May (agents report and transmit fees for sales in the month following the sale).
