FISCAL NOTE

The fiscal impact is indeterminable, but insignificant.

Note #1:  The Wyoming Department of Transportation (WYDOT) states that the proposed bill will have off-setting revenue and expenditure decreases for the State Highway Fund for the following reasons:

  1. There is a decrease of $20 per trailer fee (a revenue decrease) associated with the issuance of state assigned vehicle identification numbers (VIN);
  2. There will be a cost savings (expenditure decrease), primarily administrative, with the state no longer having to issue state assigned VINs for trailers weighing less than 1,000 pounds;

Note #2:  The state General Fund will also see an indeterminable but insignificant revenue decrease associated with the $10 fee for each VIN inspection performed by the Wyoming Highway Patrol.

Note #3:  County governments will see an indeterminable but insignificant revenue decrease associated with the receipt of the $15 per trailer fee when titling such trailers as well as the $10 fee for each VIN inspection performed by local county sheriff's officers.
