FISCAL NOTE

 

The fiscal impact, in the form or increased expenditures from the School Capital Construction Account or the School Foundation Program Account, is indeterminable.

 

 

This bill requires school districts to place and maintain signs or other traffic control devices for school zones. Local authorities in their respective jurisdictions are currently responsible to place and maintain signs and traffic control devises on roads under their jurisdiction.

 

It is the School Facilities Department's (SFD) understanding that the majority, if not all K-12 schools currently in operation have safety zone signs. However, under this bill, school districts would now be responsible to maintain these safety zone signs.

 

The Department of Transportation estimates the total cost for signs and traffic control devices for a new school zone at $19,600. This estimate is detailed below:

 

SFD currently averages building 8 schools per year. The cost estimated above would be added for each new school zone required.

 

The SFD estimates a yearly cost of maintenance per flashing beacon system at $160 per sign, minimum two flashing signs per school.
