Source of net revenue increase:

The proposed bill would offer a lifetime archery license for both residents and nonresidents.  However, the projected increase in the total number of lifetime archery licenses purchased would directly decrease the number of annual licenses purchased.  See the total revenue increase above which also accounts for the revenue decrease in annual licenses.

Assumptions:

Based on historical analysis of prior lifetime sales, 1% of annual license sales represent the total lifetime licenses purchased. This same percentage was applied to the annual license sales for archery permits to determine the number of lifetime archery licenses that would be sold.
