Description of appropriation:

This appropriation would be used to hire an AWEC employee to work with the Human Resources Division, the Department of Health (DOH) and the Department of Family Services (FDS) for implementation to include writing policy and procedures; setting up a database; coordination of monitoring; and general coordination of the program. Funds would also be used for office supplies, training, and any required travel. It is unknown if the program would be able to continue without the AWEC after FY 2015. Reporting can be completed by current personnel.

Source of expenditure increase: Cost of initial and confirmatory drug testing

 

Assumptions:

The above estimate is based on a drug testing cost of $75 per test. DOH assumes 30% of their institutional staff, and pre-employment hires would be tested. DOH estimates the number of drug tests at 466 per year. DFS assumes initial drug testing on all current employees at the Boys School and Girls School. DFS also assumes random testing of 30% of institutional staff on an annual basis, and drug testing of all new hires.
