Source of revenue increase:

Currently, the quota available to nonresidents for big game licenses are split 40/60% for special verses regular draw, this bill would change that distribution to 60/40% which is the result of this projected revenue increase.

 

 

Assumptions:

These estimates are derived from comparisons using the quotas that were available for the 2013 deer, elk, and antelope nonresident special license allocations and actual sales.  The percentage of sales compared to available licenses plus a 20% adjuster to account for a potential increase in special draw applicants as a result of this bill by moving the nonresident split from 40/60 (special/regular) to 60/40 (special/regular) in areas that were 100% applied for and sold in the nonresident special draws.  

 

Revenue increases would only be recognized in FY16 and FY17 as this change would go into effect after all of the respective revenue for FY15 was recognized.
