The total appropriation of $10,000,000 is appropriated to the Court Security Assistance Fund, of which $25,000 may be used by the Supreme Court for administrative expenses of the Court Security Commission in implementing this bill. The remainder of the funds ($9,975,000) will be used for the grant program.
The $25,000 would cover administrative expenses associated with Court Security Commissions meetings held to review, prioritize, and recommend grant proposals to the State Loan and Investments Board (SLIB). These funds will be principally used for (but not limited to) travel expenses, communications costs, and printing/office supplies. Staff of the Supreme Court will have the responsibility of coordinating the meetings of the Commission, as well as receiving and organizing the grant applications.
Supreme Court staff assumes that staff of the Wyoming Supreme Court and Homeland Security will be able to absorb the additional administrative duties for the 2015-2016 biennium without compromising their other responsibilities.
The Office of State Lands and Investments (OSLI) assumes the Wyoming Court Security Commission is responsible for all aspects of this grant program. This includes the administrative functions of tracking and distributing grant funds to counties with SLIB approved projects.
This appropriation is continuous until further action of the legislature. Based on county requests for project funding in prior years through OSLI grant programs, the assumption is made that these funds will be allocated/expended within a 2 year period.
