FISCAL NOTE

For fiscal years 2015 and 2016, this legislation would allow the Department of State Parks and Cultural Resources to use up to 25% of the user fees generated by visitors to Wyoming state parks and historic sites as operating expenditures.  Currently, user fees can only be used for capital construction projects, major maintenance and sites interpretation expenditures per W.S. 36-4-121(h).

This bill would also allow interest on funds in this account to accrue to the account. Currently, interest on funds in the account accrues to the General Fund. It is estimated that this change would result in a revenue increase of $93,200 per year to this account, with a corresponding revenue decrease of $93,200 per year to the General Fund. This estimate is based on a forecasted investment yield of 2.33% and a projected average annual balance in the account of $4 million.
