Decreased tuition revenue from military veterans that would qualify for resident tuition that are currently paying non-resident tuition

 

Assumptions:

 

The above estimates are based on the number of non-resident veterans attending the University of Wyoming (UW) during the fall of 2013. There were a total of 22 veterans attending UW at the non-resident tuition rate. The above estimate is based on an enrollment of 12 credit hours per semester and a tuition differential of $305 per credit hour (22 x $305 x 24 hours = $161,040 per year).

 

The above estimates are based on the number of Western Undergraduate Exchange (WUE) and Nebraska veterans, and the number of out-of-state veterans attending the community colleges during the fall of 2013. There were a total of 46 veterans attending the community colleges at the WUE and Nebraska tuition rate, and a total of 5 veterans attending the community colleges at the out-of-state tuition rate. The above estimate is based on an enrollment of 12 credit hours per semester and tuition differentials of $41 per credit hour for WUE and Nebraska veterans and $166 per credit hour for out-of-state veterans (46 x $41 X 24 hours = $45,264. 5 x $166 x 24 = $19,920. $45,264 + $19,920 = $65,184).

 

The Wyoming Military Department states they have no way to forecast the number of out-of-state veterans that will choose to come to Wyoming for their education because of the proposed in-state tuition incentive. They estimate that no more than a five percent increase will occur above the current use of the GI Bill.

 

Though of minimal impact, there would be additional one-time responsibilities for Community College Commission staff stemming from the necessary revisions to residency requirements. Programming changes by Commission IT staff would also be necessary in order to recognize another type of tuition waiver. The impact on community college admission staff members would be greater due to the ongoing need to verify discharge and residency documentation provided by eligible veterans.  Despite these impacts, neither the Commission or the community colleges would require additional personnel.
