Description:
Funds will only be expended for the purpose of memoranda of understanding between the Wyoming Department of Health (WDH) and those counties not participating in a state employee public health nursing program as of January 1, 2014 pursuant to the proposed legislation. There are three (3) counties eligible: Campbell, Natrona and Sweetwater. The funds would be split among the counties choosing to participate. The state previously appropriated $1,617,216 per biennium in general funds for state employed nursing salaries in Sweetwater and Natrona counties before they withdrew from the state system. Campbell County has never participated in this program.
Assumptions:
The legislation allows for an immediate appropriation; however, the funding requires a contract and funds will not be expended prior to the end of FY14.
Note: The proposed legislation permits county commissioners to request that county-employed program staff transfer to the WDH as at-will employment contracts (AWEC). At this time, the Department does not know how many counties are interested in this option and cannot provide an estimation of the number of AWEC positions that would be required. The proposed legislation does not include an appropriation for the AWEC salaries but allows the state to accept funds from counties to defray the cost of the transferred positions. Under the proposed legislation for counties choosing to transfer their county positions to state AWECs, the state will no longer grant those funds directly to the counties and instead use them for AWEC salaries.
