Description of Appropriation:
The proposed bill appropriates $2,000,000 from the General Fund to the newly created Substance Abuse Treatment Account.
Assumptions:
Funds will be expended by the Department of Health toward substance abuse treatment services in Wyoming. The Department of Health conservatively estimates the funds could provide treatment services to approximately 700 more individuals in the state. Using current data, the average cost per client for substance abuse inpatient and outpatient treatment in 2012 was $2,728. Dividing the proposed appropriation of $2,000,000 by this average, the potential number of new clients served would be 733 ($2,000,000 / $2,728 = 733.14), but with variances in client treatment costs, the estimate is lowered to 700.
Though the bill is effective immediately upon passage, it is unlikely funds will be expended until FY 2015 due to the time needed by the Department to implement required administrative protocols.
Note: With the exception of the state funded appropriation it is unknown how much other funding, as noted in 9-2-2709(b) the department will receive into the substance abuse treatment account, which could also be applied to substance abuse treatment services throughout the state.
