Source of revenue increase:
The revenue increase would be a result of implementing resident preference points for elk, deer and antelope. With a proposed effective date of January 1, 2015, the revenue increase will not be recognized until FY 2016 after the June 2015 draws are completed.
Assumptions:
It is assumed that 75% of the resident elk, deer and antelope applicants would be willing to participate in the resident preference point program if the fee did not exceed $10.00. In 2013, there were 34,708 resident elk, 18,567 resident deer and 27,671 antelope applicants that participated in the limited quota drawing with 39,831 unsuccessful applicants. The unsuccessful applicant pool is being used to calculate the revenue impact for this proposed bill(39,831 x 75% x $10.00).
