Subject:                     Creates uniform procedures for the operation of licensure boards.

Summary/Major Elements:

· The act establishes uniform procedures for the operation of licensure boards, including establishing minimum meeting requirements, requiring minutes to be kept and internal fiscal controls to be implemented.

· The act also requires uniform compensation for per diem and travel for board members.

· The act also refines the cost allocation calculation for services provided to licensure boards by the department of administration and information and modifies the requirement for certain boards to contribute to the general fund.

· The act was drafted as a result of an audit performed by the Management Audit division of Legislative Service Office.  Several deficiencies in the operation of the licensure boards were identified, including no requirement for presentation of financial statements or meetings to be held on a regular basis.  There was no uniform payment or requirement for per diem and mileage for board members.

· Conforming amendments were also made in the existing statutes applicable to each licensure board.
