Subject:                     Modifies the requirements for administrative rulemaking.

Summary/Major Elements:

• This act makes changes to the Wyoming Administrative Procedure Act to simplify state agencies’ administrative rules.  The changes include:

o Providing for the creation of uniform rules to be used by state agencies for contested case procedures and uniform rules relating to public record requests.  With limited exceptions, all state agencies must adopt these uniform rules.

o Providing the attorney general with authority to repeal obsolete rules when no other agency has authority to repeal the rules.

o Simplifying the requirements for agencies to incorporate rules of another organization by reference.  The incorporated rules, however, must be available through the agency and on the internet.
