Summary/Major Elements:

· This act is the result of a program evaluation conducted by the Management Audit Committee.  It is a companion bill to SF 70, which also addresses the reversion of appropriate funds.

· This act modifies provisions which relate to the lapsing and reversion of state appropriated funds.

· It excludes from reversion, appropriations:

o For capital outlays;

o For information technology projects certified by the state chief information officers as meeting certain criteria, including a need to continue the expenditure beyond the fiscal period;

o Specifically designated by law as not subject to reversion.
